Criticism of Vienna's "Timeout WG" for Underage Repeat Offenders

On Tuesday, constitutional lawyer Heinz Mayer criticized the legal framework of the Vienna "Timeout WG" for underage repeat offenders. Mayer noted that a facility with two places cannot be considered a home under the Home Care Act (HeimAufG), which requires a minimum capacity of three places. Therefore, there is no legal basis for this establishment.
However, the responsible MA 11 has a different view. According to the authority, the entire provider is what matters, not the number of places. This view is supported by the Ministry of Justice, which backs the legal assessment of MA 11.
